Handlebar bag frame

It hangs under the handlebars and levers against the tops of the handlebars.

Hold the bracket underneath the handlebars with the two prongs facing up so
that the center of the device is parallel with the handlebar stem. Bring
move the device skyward until the center of the device makes contact with
the stem quill (or forward area of stem that bars goes through), and then
simply let go. It will "hang" from the quill.

Harder to explain than to do, and you'll likely realize how easy it is once
you do it.

No it's the right way up.
I comes under the forward extension of the stem and then over the 'bars.
The slides into the slots each side of the bag near the top.
The upturned ends resist the bag sliding off.

I've never ridden with one, but reportedly a poor substitute for a front
rack and decaleur.

I think I finally figured it out.
The bag has been left unused for few years ;-).
Unfortunately, my stem is too short for the device to fit, but I feel better
now.
