right now I have a 700 by 25c tire on my bike. Will a 700 by 23c tire fit on the rim?

should do no worries. The second number refers to the width of the tyre. Its the first number you need to worry about. Of course, just because a tyre is a 700 doesnt mean it is easy to get onto a rim!!
