i know that hills arent evenly spaced, but could a hilly ride still be considered your interval ride for the week. when i run, i dont always space my intervals evenly, especially if i do it by my heart rate. it is 23 miles of pretty consistent up and down and it certainly feels like an interval type training, and i am trying to ride it 2 or 3 times a week and am feeling really drained and tired. i am trying to put together a training plan for an upcoming 60 mile race and know i need more variation in my training, so i wondered if i could consider this my interval ride?

Sure, there's no rule that intervals have to be evenly spaced. Fartlek work involves spontaneous random intervals and races sure don't give you the luxury of preplanned hard efforts.
Whether it's a good interval workout depends on what you're targeting(VO2 max, Anaerobic capacity, crit style microintervals) how long and steep the hills are and how far between them. But rolling terrain has the potential to be excellent interval training ground if it fits the workout you're after.
