My bike came with an 11X23 Record cassette. I am going to switch to
either a 13X26 or 13X29. I know that Campy has different part numbers
for their lock rings so I assume there is a size difference. However, I
was looking through some of the documents that came with the bike and
found another lockring. I can't find anything on it that would identify
which cassette size it goes with. Is there a way to tell what size
cassette this would work with?

bigger, it's for a 12/13/14 small cog. It's basically a "not 11" size. -

is for 12, 13, 14 start cassettes.

Probably not. If you look at the end of your 11t and then at a 12 or
13t, elevens have a different face. The 12, 13, 14 are stepped so the
special 11t lockring doesn't fully engage the cog face.Hubs are supplied with a lockring for 12, 13, 14. Standard cassettes are
supplied without lockring.Cassettes with an 11t have a special 11t lockring included in the box
(and cost more).
