I just got an old bike for free from a friend.It is an old araya with cyclo tech tires dia compe brakes and sun tour gears. It has very little rust and rides well. I have alot of questions. Is there anything i should do about the rust and scraped up paint. Are there any upgrades that i should get. and also Im 14 and almost 5 foot 3 but the bike is still a bit tall for me not so much that its uncomfortable its just harder to get on and off, is there any thing i can do to make it lower and would it be to hard to change wheel sizes because of the gears?

You can't have a different size wheel due to the position of the brake.
If the rust's on the node or welding joint, you should be aware.
For the height problem, try to adjust saddle's angle. Most new cyclists' legs will become longer soon after they start cycling. -
Don't try changing the wheelset without good guidance and a fat wallet! As for the rust, if the area is small, sand it down to bare metal and touch it up. You can find almost any color in an autoparts store. As 956870733 stated, if a weld is rusting, have a bike shop look at it before you ride it. At 14, you will probably grow into the bike.

Thanks alot i changed the angle of my seat and its great one more thing tho i have the shifters on thepost connected to the handlebars and i cant reach the shifters well can i get different shifters for a 10 speed bike and would it be easy to install?

Just a little warning, I'd advise against changing the angle of your seat too much away from true horizontal. If you angle it too far down forwards, you'll tend to slide forward and put too much of your bodyweight against the handlebars. If you angle it too far up forwards, you may encounter some discomfort in the genetalia region, as more pressure is being applied there. But glad to hear it's fitting better.

You can get an after market pair of down tube shifters. You might even he able to relocate your current shifters to the down tube.
