There are some real sites that will estimate a rough position by
triangulation from the cellular network stations (phone masts) by
measuring the time delay of the network signals. In areas of sparse
coverage they cannot give a meaningful position.They charge to locate and the phone user must respond to a text message
to give permission initially. The permission texts are also repeated at
random to cater for the case of somebody having access to the phone for
a short while to initially set it up.--

That is a form of tagging but mobile phone records (which base stations
can 'see' the phone at any one time) can be used to work out roughly
where the phone is. If a suspect has a phone when they are apprehended
the police may apply to the phone networks for this data and it may be
enough to confirm an alibi or to place the suspect (or their phone) in
the vicinity of the crime at the time it was committed. Not strong
enough evidence for a conviction but enough to add to a case.--

else it's location. Now when a call is made that's transmitting and I
can see that phone records can be used together with base station
delays. But does a phone transmit when not in use? Or off, or when in
"flight" mode? I very much doubt it. So such phones can't be used to
track someone. Unless I am mistaken...--

communicate with a base station or try to. That way the network knows
which base station(s) are most likely to be able to reach the phone in
the event of an incoming call or message so they don't have to page the
whole network.I'm sure smart criminals and the paranoid will be getting wise to this
now but the vast majority of mobile phone users will have them on when
they are out an about.There was even talk of monitoring anonymous data from the movements of
mobile phones along motorways and trunk roads as a way of traffic
monitoring.--

to the radio. You'll be able to hear the characteristic periodic
chirping conversation as the base station and phone check that they're
still in sync with one another. With my phone company and location
that's usually a few times an hour if I'm not moving, more often if
I'm on the move.--

to the base station. That means the cell is identified and recorded, though
cells can be very large, particularly in rural areas. In urban areas the
cells can be quite small, as little as a few hundred metres.Further to the other answers.
If the cellphone is spotted by more than one base station (which happens
regularly, cellular networks hand calls from one base to another, and a
phone just switched on needs to check which base to talk to), then its
possible to triangulate an approximate location of the phone.
Its possible to make further estimates; if there is a data point at one
moment in time, then another later, one can make reasonable estimates about
trajectory and route (eg. its doing over 60mph, so its probably a car on the
motorway in the area).I'm not sure if the cellular operators are offering triangulated location
based services. I was last involved professionally in this about six years
ago, so there is plenty of time to have deployed the services.
But at the time, there was no plan to release the triangulated data to third
party companies (being valuable to the network operator), and calculation of
the location would be done with the explicit consent of the user of the
phone (concerns over privacy laws and privacy publicity).- Nigel

Hi, Thanks for all the information. As far as I know a cell phone is tracked by its IMEI number and the cell phone can only be traced if it is switched on. Also the exact location cannot be found. It can be found only using some software which needs to be installed on your cell phone as well. ___________________________________________________________
