  1. The obvious guess is that it's for cooking either
a whole chicken or some eggs.

But there are only four holes in the ceramic
plate that fits in the bottom, and the holes
    are too small for eggs.

I'd guess it's for steaming a whole chicken,
but who wants steamed chicken? Seems like
it'd be an awful mess, and not for anything
particularly good. It might be a useful
appliance for somebody who did not have
    an oven.

Its an egg boiler. The 4 holed disc with the notch holds the eggs.

    It's too small for a whole chicken - even a Japanese-sized
chicken. The dish appears to be about 5" across.

Steamed chicken *is* a common Asian cooking technique, though.

The patent documents say that it's a "Stripper for wire
    insulation.", circa 1902.

The holes look too small for holding eggs in place, eveb if used
on the top. Once the water starts to boil, they wouldn't stay in
    place.

Now that you mention it, the dimensions do seem
much too small for a chicken, or even a chicken
quarter. I think the egg theory makes more sense,
but for steamed rather than boiled eggs.

Though, I'm not sure there's an advantage
in steaming vs. boiling eggs. Less electricity?
    Faster? Less chance of breakage?

Aha! The first one is missing a piece!

    Good catch, Gil!

There should be fill lines inside, probably located under the metal
plate that say "soft, mediium, hard".

Yep. I wonder how much water you're supposed to add? The water
wouldn't come up to the top of the egg. But guess the steam
would still be roughly the same temp as the water.
