Yeah, so the AHA obviously hasn't a clue.
Sadly, the AHA probably has a clue, which is that they're slaves to the drug companies. Consequently, there's no incentive for the AHA to do anything, because they want more people to be within the ambit of being prescribed drugs. The drug companies are, I'm sure, estatic at the AHA's recommendations.

I think that is the point...if you read the last sentence, what women are EXCLUDED from having to worry about having to be prescribed drugs at that rate???

The ones in the "super-duper low risk" group, maybe? Heck, I don't know. They're obviously just pulling this stuff out of thin air anymore, so it's a wonder it even makes grammatical sense, let alone logical sense.
