I can't say that your wheels are too small ... or, just right for you. It really depends on the gearing your bike has -- you can certainly put a ROAD crank on the bike if you want a larger outer chainring on the bike.

You CAN put "drop" bars on any bike that currently has "flat" bars ... it's mostly a matter of cost because your bike's shifters will probably need to be changed. A lot of people classify bikes with 26" wheels (is that what your bike has?) which have been fitted with drop bars as a Frankenbike (a catchall designation for non-standard configurations) -- you can input "Frankenbike mtb" into various search engines to see examples.
