The TdF is rarely entirely in France. They did start in Ireland one year.

It would be a little bumpy, since it is a rail tunnel.

However, if they had a mad scramble to get to the front of the train,
it might be entertaining.

The Tour has started outside of France before. Belgium has seen at least
one Tour start. Dublin has, as well.
