If a person takes a size 20" frame and has a chance to get a road bike that is 22" for a real good price is that extra inch or so a big deal. Keep in mind this is for a beginner not a racer the bike will mostly be used for a commuter and some short road trips until I get stronger.

Two inches is a big deal for most folks. If you can comfortably straddle the frame with a bit of clearance then the frame is at least safe. If you can comfortably reach the handlebars then the frame will probably work and you can often go to a slightly shorter stem if you need to. But if you can't stand over the top tube or can't reach the bars even with a short stem then it's not worth it at any price.

Thank you for your advice I will take note of it when I look at the bike.
