I need a new chainset and I can get a new 9 speed 2006 Campy Mirage Double chainset (it's cheap and all I can afford for now), will this run with ten speed Veloce levers, front derailleur etc.

Yes. I do this with a Centaur 9s crankset on an otherwise full Campy 10s drivetrain (centaur shifters and RD, record FD and wipperman 10s chain). Works fine. The chainrings are 0.4mm farther apart than the spec for 10s which is non-consequential in shifting function.
