Chainline off, any suggestions appreciated

I placed a Sturmey-Archer groupset on a new Nashbar frame and the chainline is clearly crooked. The BB width is the same. Did my BB cartridge shrink? If the wheel and old frame had an offset, why isn't the rim off center too? I figure the cheapest fix is a new BB cartridge, but what's going on?
