When we get 10cms of snow around here the roads get gridlocked, so a
bike is about the only way to get around...

No! They are quite generous over such things and local bike clubs had
promoted the idea. As for timing, a few years ago, my runner beans were
killed off by a snow storm in the middle of August!! Weather can be so
unpredictable close to the mountains. My club organises a ~200mile ride
(The Golden Triangle) in the Rockies every May (3rd w/e). Some years we
swelter and 2 years ago some suffered from mild hypothermia.

When we get 5cms of snow around here everything closes, so there's no
point in going anywhere anyway! ;o)
