I technically got started last summer but really this is the first time I'm taking it all seriously. I'm a long-distance runner as far as physical build goes. What's a good way to build up stamina and leg strength starting from rock bottom?
Intervals? Distance? Time? I've heard all sorts of things.

So at this point I've kind of pulled together a training schedule that seems a little arbitrary at best.
I'm only training two days a week. I want the aerobic workout to supplement my strength training (or vice versa) but also grow as a cyclist in general. What are some reasonable expectations within, say, a few weeks of being on the bike? Goals, benchmarks, that sort of thing.
Saying you're serious should mean atleast 3 days a week. 10 watts per month gain in FTP is a reasonable expectation.
