Chain suck or whatever it is

Chain suck is a different problem, you need to set the low adjustment screw to stop the derailleur from moving too far inward.. Also, check to make sure that the derailleur is at the correct height above the chainrings. You can check this by shifting to the big ring and making sure that there is about a millimeter or two of space between the cage and ring.

If you're referring to the chain coming up from underneath the bottom bracket and getting stuck inbetween the chainring and chainstay from there, then it's a matter of your chain bouncing a lot or your chain "sticking" to the big ring and going up a bit before disengaging the chainring.

If you didn't have this problem before and you're having it now, then something changed - something is dirtier, more worn, or bent/damaged in some way. You can go through and check one thing at a time.

Damage on the chainring or chain will cause chain suck. Since chainsuck itself will cause the chain to get bent, I'd check that. Sight down the length of the chain. Any twist (when stationary) or unusual "blip" (when back pedaling the drivetrain) is reason enough to replace chain. "Blip" typically caused by stiff link or bent plates.

If your chain is dirty inside the plates/rollers then it will exhibit chainsuck. The outside plates and rollers may be clean but if the internals are a bit sticky, the chain will follow the chainring easier. I point this out because your chain may look clean but in fact it may not be.

Finally a bent tooth or two on the chainring can cause chainsuck.

Check things out, keep in mind that if it didn't happen before then something had to have changed, and approach it from that point of view.

IMHO you should not have tension on the chain when using the front derailer you need to get in the right chain ring well before the hill starts.

How old is the bike?

Chain suck, which is what CDR defined, is generally a result of poorly maintained parts or worn parts. If you use your granny ring a lot it may have burrs on the teeth that carry the chain up it's back side. If that's the case, you might be able to fix it by wire brushing the burr off of the teeth but a better solution is to replace the granny ring. I generally replace them with a stainless ring, rather than aluminum, to prevent a recurrence.
