i've got an ouzo pro w/1" carbon steerer. the install instructions say not to exceed 1" of stack height on a 1" steerer. i assume this means 1" of spacers between the top of the headset and the bottom of the stem?
the only 'stack height' i'm familiar with is the headset itself, which is already more than 1".

Your guess is correct - sounds like the folks at Reynolds weren't nearly as specific as tehy should have been with the instructions.
"Stack height" can refer to the sum total of the headset, the frame's head tube, the spacers and the stem clamp (which, added up, provide the answer to how long your fork's steer tube must be - this assuming it's a threadless fork, of course).
