Campy compatible 8-spd cassettes

Have you tried Miche? They make Campy compatible stuff, are fairly
cheap, and I think you may be able just to mix and match loose cogs.

Sure, that is the solution. Add the 12 to the 13-26 and remove the
14t, bob's yer uncle. Or 12-23, add the 26, take out the 14t..samo-

Not really any 8s cogset makers these days since 8s went away 6 years
ago.

Sort of a variation on option 2 is to buy the 12-23 8 speed Campagnolo
cassette, then buy just the 26 cog or a 25 cog from a shop that will
sell you a used up Campagnolo cassette. The biggest cogs are never
the ones that wear out. Then replace the 23 cog with a 26.
12-13-14-15-16-18-21-26. Tight cogs with a useful bailout gear. The
separate 25 or 26 cog can be from a 9 speed cassette. The cog would
be thinner but that will not matter since it in the last position.
Cog thickness is 1.9mm on Campagnolo 8 speed and 1.75mm thickness on 9
speed. In the final position it won't matter. If you know people who
ride Campagnolo 9 speed, see if they have used up cogs to give you.
Cog could also be a 26 from a 10 speed Campagnolo cassette if its not
in the final position. Last cog on Campagnolo 10 speed are bent so
won't work in this situation. It would be the 26 from a 13-29
cassette.

It is possible to grind the tabs down to make a 9sp cog fit an 8sp hub.

Yes Campag 8sp cassettes can be customized like that. Shifting is slightly
compromised, otherwise no problems. Might be your cheapest option.
