  1. I acquired a used veloce 9spd cassette that came with what looks like alloy
spacers that are anodized green and measure 2.59 mm thick. Can anyone tell
me what this setup would have been used for? Does this convert a campy
    cassette to shimano spacing?

    Exactly right. According to http://www.sheldonbrown.com/k7.html#spacing
Campy spacing is 4.55mm ctc, and Shimano is 4.34. Campy spacers are
2.8mm, so the 2.59 would be just right to convert to Shimano spacing.

Effectively, yes. It's a Wheels set for CA8=>CA9 and since nines are
functionally identical you can use it an a Shimano 9 bike. The [insert
idiom]-hair's difference is even less than the slop in a modern gear
train so 'nines are nines' for all practical purposes.
