I assume that it's not the bottom bracket or headset?

What size frame do you have? Small frames have a tendency for the top
tube and the down tube to rub where they touch inside the headtube.
This can be fixed by spraying something like Inox down the headtube.

Also creaking may occur at the bolt points where the seat stays join
the dropouts. Check for cracks in the paint around this area 'cos it's
likely the bolts are painted over.

Pull out the seat post, clean and lightly lubricate it and put it back
in again.

Thanks guys, some inox sprayed down the tubes and on the bottom 2/3 of the
seat post fixed the creaking. Spot on!
