No, the bolt's not superfluous, but I'm betting that the tip of the
tube that the arm slips over has been flared very slightly by
overtightening of the bolt.

If you try this, put a longer bolt back into the hole for the puller
to bear against, and make sure that you pay attention to not bottoming
the arm against the bolt head as you extract it. A bolt that's about
40mm long should provide ample clearance to extract the arm.

Your suspicion voiced above, that you could break the pivot off the
frame by trying this, is well-founded.
