I have a Ti frame that I really like and have been riding for several years now. I run a Shimano STI lever on the right side for rear indexing and a barcon on the left for front shifting. I really would prefer friction shifting all around with standard downtube shifters, as I do with my training/off season bike. The problem is that the frame has cable stops welded near the head tube/downtube junction.
Two questions:
Can I grind these stops away?
Is it possible to install shfter bosses lower on the downtube?

You could alternately use some old fashioned clamp on bosses like we used in the beforetime.

Yes, but unless the stops are removed, they might be in the way for the proper location of the downtube shifters - clamp on or not.
If it's a Merlin, then clamp on downtube shifters would work fine, if the right diameter can be found, as the stops are way up on the head tube. But if the OP is worried about potential dangers, the frame may be mailed to me with a rolled up $100 bill in the seat tube to cover the costs of disposal.

yes, but here's the deal. unless you know for sure what thickness the tube is in the region you're proposing having bosses welded, and it's thick enough, you may compromise the fatigue strength of the frame. check out the crack location on the merlin: http://www.damonrinard.com/EFBe/frame_fatigue_test.htm
if it were my frame, i'd not change anything. you can buy a retro frame for less than you'd spend getting these mods done, and frankly, it would be a better way to go.
