For a hybrid, probably 17", or 18". Going smaller is possibly safest. You
can just jack the seat up. If you feel a bike is really too big, you've

Probably 18-21", but you really need to sit on a few bikes because
there's a lot more to bike sizing than how far the seat is from the
pedals.
