If I upgrade my Ultegra 9 speed cassette and rear derailleur to a Dura Ace 10 speed, do I need to change my Ultegra 9 speed shifter as well?

Unfortunately, yes you'll have to upgrade that aswell. No way around it really, which stinks, since STI costs hella lot.

You don't need to change the derailleur, just chain, cassette and shifter.
What about the front derrailleur? The narrower chain might make a difference in front shifting. Or, perhaps the difference is too small to notice.

Probably too small to notice. Try the 9s FD first. If it is not acceptable to you, then you can get a new FD.
Shimano Compatibility charts show that you can use a 10-speed RD with 9-speed STIs and cassette. If you want to go to 10-speed cassette then you will need 10-speed STIs.
(They shows no compatibility at all between front components (FC, FD, STI)).
Why do you want to do this, to add another gear?
Going from 7/8 spd chain to 9spd chain on my old MTB, without changing the FD, has made no noticeable difference to my chainring shifting whatsoever. I should be very surprised if you felt the need to change your FD.

I really just wanted to add another gear but with having to change basically everything out, I doubt that I will. I'll just learn to use the 18 that I have and get stronger. 🙂
