anti-doping program has been delayed due to the fact that Riis and Denmark's leading anti-doper, Rasmus Damsgaard don't have a "concrete plan".
Seems Damsgaard feels they haven't made as much progress as he'd hoped but he's waiting for "CSC to check their budget to find out whether the preliminary plan is economically feasible" (I'm thinking that's gonna be a NO if any of you want to wager)

Presumably a concrete plans involves encasing suspected riders feet in concrete and then checking if they sink when thrown into the water. Delays may be due to incompatibilities with the Danish legal system.
