In the rules for racing in NSW, theres a clause that if you have the incorrect jersey on, ie not the team jersey thats posted on their site, you are still permitted to race if you turn your jesey inside out.
It looks like some sort of overshort over black pants.

Looks like the guy's wearing a cod-piece, a sort of strap-on pubic bulge, all the rage in England in Tudor times.
Have a look at any full-length (sorry!) painting of Henry VIII, or at photographs of his tilting armour.
