Why are all the lights on? Was it just a setup for a photo and nobody

Well, they look like reflectors to me. While I 'spose it could be staged,
I'm sure that some cyclists can be as selfish as cagers.

It looks odd to me that there are bikes everywhere except over the sign.

Well, cyclists are a sensitive bunch, mostly, and you couldnt get a lock
thru there anyway.
Maybe they were handicapped cyclists.
