23s are narrower and give a slightly harsher ride. They are also slightly faster though IMO.

There's not a lot of difference.
23mm provides better aerodynamics
25mm provides slightly less rolling resistence23mm is the most popular size, but if you are a heavy or a slower rider then 25mm is better.
A few run 23 on the front and 25 on the rear.

2mm in height, probably 1.5mm in overall width for the same rim.
