Racing in Belguim

Hi, Can anyone help? I want to live and race in Belguim next year. What town would be good to live in, in Belguim for the popular races? Is it easy to rent a apartment? What is a average monthly rental? Do any one know of a good club to race for? Which is better to learn French or German to make life a bit easier? Any advice would really help. Or if any one have some good website, would be great!!!! Many thanks Matt
