Why do my tubes keep ripping out right at the base of the valve stem all of a sudden? 3 rides = three tubes. I've been told everything from run them nutless to sand the inside of the rim. The inside of the rim has a canvas-y strip against the spoke ends. I usually inflate to about 27 psi or so.

Try talcing your tubes. A little slip might be just what you need.

Back in the old days with really narrow rims I had to put a little tubular glue on the rims to keep the tubes/tires from spinning on the rims.

Not according to Jobst and the curmudgeons on r.b.t. but I agree. I use talc and no nuts on the stems.
I had the great (dis) pleasure of dealing with Jobst on a daily basis back in the 1990's when I was service manager at PAB.
Jobst hates bicycle mythology ... and more power to him ... that being said we still talc tubes and that little bit of platy silicate seems to keep tubes from sticking to the tires.

At low pressures like that, I agree. I don't talc, but have to run almost ridiculously high pressures because of my weight.

I never thought to try the talc solution, but when I had the same problem the shop glued the tube to the ... I want to say tire, but it must've been the rim.

Usually impossible without drilling out the rim (totally unnecessary). One trick I used to use before going tubless (sic) was to put a washer on the valve INSIDE the rim, and another outside (optional). This buffers the tube rubber from the sometimes-sharp edges of the valve hole. (That last sentence is a Beavis 'n Butthead classic!)
If necessary rub a little Coke (cola, that is) on the tire bead to keep it from slipping on the rim. Then spray with Raid! every few days and...

At that low a pressure, is the tire rotating on the rim (i.e., is the valve stem cocked at an angle)? This will rip out the stem.
Also, is there torn rubber or does the stem just pull out. You may just have a batch of defective tubes.
Further, what kind of pump are you using? If the valve stem sees a significant amount of wiggling, you could be damaging the tube when you inflate the tire.

Had the same issue when I was running a tire that happened to sit very loosely on the rim and must have moved around quite a bit when accelerating or braking. If installing/removing the tire is an effortless joy, you may suffer that joy often.
