Seems to make much more sense to my testicles compared to the regular style which just welds one frame on top of another.
My experience with tallbikes suggests that one with long, poorly supported masts like that would be far more subject to damage than a "traditional" layout.
Tallbikes fall down. A lot. And they hit the ground _hard_. Mine has written off handlebars, cranks, pedals, saddles, and seatposts from the tumbles it's taken. If it had been built like the one at the link, the frame would certainly have given out by now.
It is a common and astute configuration for a tallbike to have a ladies' or mixte frame on the top, which allows an easier step through for mounting and dismounting.
