Number 2 for me. Cup-and-cone bearings, well sealed, good longevity,
all spare parts readily available.

If you are getting a set of hubs that might have been around the shop
for a while, see if it's one of the affected types, and if so, make
sure that the front skewer has been replaced.
If getting them built to order, make sure that you get real brass spoke
nipples - you can save a few grammes by getting alu. or other fance
nipples, but they're not so good for longevity.
I've no experience with the suppliers you mention, but I'd sooner get
'em built by a good local wheelbuilder (if you have/can find one), who
can discuss spoking options with you face to face, and who is available
to stand over the work. It'll probably cost a it more than mail order,
but IMHO, probably worth it.
I'd also save some money on the hubs and get Ultegra or 105. No
functional difference, but Dura Ace is a bit lighter:
DA rear : 264g front 129g
Ultegra rear 347g front 140g
....100g in the difference? Not for my money, but I'm not racing or
particularly focused on weight -YMMV.
