Yes, IF you have enough axle length to accommodate the 4mm worth of
spacers and still have enough left to reach past the inner face of the
dropouts. If it's a nutted axle, it has to be long enough for the nuts.

Replacing the axle with another, longer one is usually possible and is a
simple task.

Is the question putting a 126mm rear wheel into a 130mm frame or

using an axle for a 126mm wheel(137mm) on a 130mm rear hub?

For number one, not a great idea as you will force the dropouts, that
are not parallel-parallel which is tough on the frame and for the
second...you will have 7mm of axle end to work with to sit into the
frame, which is probably enough....130mm spacing, 137mm of axle, 3.5mm
of axle end...
