When cycling, I prefer using panniers mounted on the bike frame to wearing a backpack while cycling,
but it would be nice to have a pannier-bag that could be worn as a backpack after you've got off
your bike, rather than having to carry it in your hand as you walk along.
As I often need 2 bags, I would wear one on your back like an ordinary backpack, and one on my chest
like a baby sling.
Does such a thing exist?

The Karrimor Rackpack does what you say.
Check out the panniers by Arkel. They make a pannier/backpack combo. Their products are
top-notch too.

Ortlieb make an attachment for their QL1 and QL2 panniers to turn a pannier into a rucksack. You
can get it from Bikefix, bikefix.co.ukb ortlieb.htmlOpen ↗ and scroll down to the pannier
harness system.
When the pannier's on the bike, the harness can be rolled up and either put in the pannier or tied
on the outside. It's quick and easy to attach and detach, and the pannier-harness system works
reasonably well as a backpack.

2 ex-army webbing knapsacks (3.99 GPB each in Oswald Bailey) attached to 2 (they have 2 each - the
spare ones can be discarded) of their shoulder straps makes a good pair of panniers, especially when
secured to the rack with a couple of cheap watch straps through the tabs at the bottom. When you
take them off, they can hang over your shoulders in the same way.
