The 'norm' is steel. The disadvantages of steel are that it's very
slightly heavier, and that the tyre can't be folded. Unless you are
going on a long tour and want to take a spare tyre with you, the /only
disadvantage is a small amount of weight. So unless you're a compulsive
weight-weenie like me, go for steel.

They aren't all the same. Cheap brands can have inconsistent wall
thickness which means they're both heavy /and/ liable to puncture. Good
brands often offer two weights, standard (quite thick and reliable)
and 'ultra-light' (quite thin and vulnerable, but saving 50-80 grammes
per wheel). There's also a difference between butyl and latex tubes,
with some people claiming latex is more puncture resistant. I would buy
Michelin, Schwalbe, or Continental; I wouldn't buy no-name, and I
wouldn't buy Vittoria.
