So? The open roads are well known for cars. Doesn't make it right for
them to scare the bejesus out of you while you are cycling on them. So
what makes you think its right for you to do it to walkers when you are
cycling?

Sigh... We are supposed to be trying to encourage walkers, horsey
people and cyclists to all get along together. Scaring the [censored] out of
walkers isn't going to help our cause. A dozen polite, considerate
cyclists will go barely noticed, but a few thoughtless yobs will get all
cyclists branded as thoughtless yobs.

If you see walkers or horses, then SLOW DOWN and give a warning that
you're coming. In England and Wales at least, you are also by law
required to give way to them on bridleways.
