I found a set of orange Cousance enamel pots at an estate sale this
morning. The largest pot has a rough, discolored inside bottom. Is it
ruined or can I restore it? Thanks for any input!

You can try taking a polishing pad with extra fine polishing compound
on a drill to it. -

supermarket, get some Bon Ami powder, or Barkeeper's Friend. The first one's
less likely to cause scratches because it's a finer powder. Follow the
instructions.If, on the other hand, the surface seems to have been gouged, you're out of
luck.
