Loosening stuck cone and locknut

Yes, but Plus-Gas is better.

If you have a gas welding torch (which can burn with a very small very
concentrated flame) then you might get results by heating one side very
quickly, with the other side held tightly in a vice with good jaws or good
jawboxes. I made a number of 'jigs' for similar purposes from old hex
sockets, with ground flat ends and spacers inside so I could hold very small
shim-like hex 'nuts' whilst turning others.

Put one cone spanner in a vice. Put cone in spanner. Put second cone spanner
on locknut and push down hard. Quality spanners required.
