I was looking into buy a MERCIER KILO TT for 350$,
Is this a good buy? How are the bikes?
Any one know specs, weight etc?

The Mercier Kilo is supposed to be a rebadged KHS Flite, which is a nice enough frame. Component wise I am not sure but for $350 you probably don't get much. I would check out IRO in NYC before you buy. I don't have one but I have been thinking about it.
