I'm a serious cyclist, although I never compete. It's more of an excersise. I also have never owned biking apparel. This summer, I'll be biking in a heavily populated large urban area. In hot weather, as you might know, excessive perspiration results in a serious wet ass stain. Would biking shorts help? Any other solutions or suggestions?
You're most likely a troll, as most "serious" cyclists outside of big city commuters, use at least an item or two of specialized apparel, but I'll bait: yeah, good cycling shorts should suck the sweat right out of your crack. Happy now?

You bet. Bike shorts have a built in diaper. Not to mention total comfort while riding a bicycle.
I'm sure there are thousands of choices. Could you (or anyone else) point me towards something functional but cheap?

Well many of us here never compete, well sometimes with ourselves, but I put money that almost all the regulars here own at least a few items of cycling clothing.
If you ride in hot weather you will sweat, unless you ride like a little girl. Cycling apparel will help.

I in fact once had a pair of MTB baggies whose blue dye had a propensity to migrate from the fabric, onto me. I think I was blue in areas where members of the Blue Man Group aren't.
Washing those shorts would turn the water to a similar colour as those picturesque lagoons in the Maldives.
