Assuming that these are copies, is it illegal to buy and own the
copies, or only to make or sell them?

Considering it's not a listed commercial product, I think it's probably not
legit.

Copyright applies as with any commercially distrubuted maps - in fact folks
whove purchased memory map products will know that the OS restrictions are
quite tight; no A£ prints etc. Those 25k maps been floating around the p2p
networks for a while now.
Memory map and the HMSO were commercial operations last time I checked.

Making use of unlicensed software is infringing the owner's copyright
and therefore illegal.

....or from alt.binaries.warez.uk if your newsserver does binaries. It's
a hefty download though.

I can't see a 6 DVD set of the entire UK at 1:25000 listed there.
I suppose you could use http://www.memory-map.co.uk/selections.htm
and select the whole of the UK. Not for £50 though.

My point exactly, Memory Map don't offer consumer products that allign to OS
paper mapping.

Yes, so do I. I was referring to the collection and format described by the
original poster. To get 1:25k mapping you either make do with National Parks
coverage or 'selections' a process whereby you select chunks of mapping.
