Hmm -- I wonder if a strong-enough EMP pulse would stop a person's heart? Or, more likely, induce terminal fibrillation.

In principle yes for some value of "strong enough", though the human nervous system is electrochemical rather than straight electrical and not particularly sensitive to electromagnetic fields; I suspect the pulse would have to be strong enough to kill the person through heat stroke from the fraction of absorbed energy.
However, I also suspect an EMP that strong would disrupt radio communications from here to China. Not very stealthy 🙂
