I just finished building a new specialized bike, which so far I love, however I'm using Easton Vista SL wheels and when I brake, I can't feel it but I can hear a pinging (kind of) from the rear wheel when it goes over the section that the rim connects together. It doesn't look like it's filed down very well. Can I fix this myself by just filing it down or do I need to just deal with it? It doesn't seem to be hurting my braking performance, it's just kind of annoying.

I wouldn't go anywhere near it with a file. You can smooth out the joint with some 300-600 grit sand paper, but be careful not to take too much metal off. If you leave it alone it will eventually wear in by itself, but it's going to shorten the life of your brake pads.

no. Your experience says a lot about the quality from the brand specially since Easton private label their rims from china. As a comparison rim specialists like Mavic have higher quality and are very careful about this very issue where the joins occur. My experience with aluminum campy wheels as well tells me they have very good quality.
