The "ini" is a smaller version of the "oni".

It's always bigger, and sometimes also used to denote a vegetarian
filling (in addition to being bigger).
In my experience:
....ini - small
....oni - large
Bob's experience may be different.

It is only the size: little one are better in broth; bigger are better to be
seasoned like pasta.

In some italian regions tortelloni are meant with ricotta and spinach
stuffing.
Tortellini are usually stuffed with meat and parmesan

Oh, that's similar to (Filippino) lumpia - the big ones are vegetable
and the little ones are meat.

Some very bad advice here; people should do at least one minute of fact checking before posting an answer. (note: the first answer by Sf was correct).
Totellini is the mini version of tortelloni. (-ini is the plural Italian suffix for diminutive, ie, small, cute.) It has nothing at all to do with 'meat' or 'vegetarian.'
From the Barilla website: "Tortelloni is pasta in the same shape, but larger, typically 5 g, vs. 2 g for tortellini."
