Also, I wouldn't think a bike remains un-stolen long enough in NYC to
collect snow.

I noticed that the front wheel and the frame were
locked to the post, leaving the rear wheel unsecured.

That bike is, if I remember correctly, Sears branded. Roughly 20 years
old. How do I know? My bro purchased a used one a couple years ago
(girl version). Much to my relief, it was promptly stolen. Anyway, it's
basically a Murray. Lots of people leave bolt-on wheels unlocked. Not a
good idea, but lots of people lock their $90 Kryptonites to their fresh
$1200 Specialized's quick release front wheel and assume that their
bike will be fine when they leave work 8 hours later.

It's NYC Jer the place where you find $5000 mountain bikes being ridden by chinese restaurant delivery men... The seatpost jammed into the seat and the bike is still 2 sizes too big for him.... slip on tennis shoes on clipless pedals... loaded with bags of steaming food... weaving in and out of traffic like some white aproned Lance Armstrong.
Where a guy on a folding bike wearing an expensive suit cruises past a roadie... The roadie being about 400 lbs in full kit and huffing like he might pass out at any moment.
I have personally witnessed all of the above...
NYC has all kind of contraptions rolling on the streets... It's quite cool

I sort of agree with you guys AND JD. I'm as "every bicycle is
beautiful" as you can get. I ride frames made of titanium and others
made out of pig iron with crumpled down tubes that won't steer
straight. Guess which one I love more when I want to lock up so I can
duck in somewhere for a quick drink?
With that said, when my brother bought the Sears bike and showed it to
me, I said, "That's a bad bike."
Probably just a reaction ingrained after a couple years in a shop
working on these disposables.
Customer: "I need my bike fixed. It won't shift. My cranks are loose.
And the brakes don't work."
Me: "Okay, well, your pedal axle is bent too. You'll need new bearings
and it looks like new cups for the bb. And your chain is rusted into a
kink. One of your plastic brake levers is cracked...."
Customer: "Well, how much is this gonna cost?"
Me: "Well, I could probably find an used pedal for you. The bb work...
I dunno, I guess I could do it for $15 or so. A new chain will be $15.
I'll have to dig around for a new brake lever... wait, you don't have
both brake shoes. You wanna replace the flat tube in the back?"
Customer: "How much?"
Me: "$8. The shift cables seem to work well enough.... You're looking
at around $50 to get this thing street worthy again."
Customer: "What? Fifty bucks!? That's more than what I paid for it!"
Customer storms out. Repeat around 30 times a day.
The only thing that was worse was when the customer said okay to the
$50.

I can get some cheap chinese knock-off components and up-charge for
service. And think about it, there's a hell of a lot more of those
Walgooses and Huffys out there than there are top of the line bikes.

Uh, I think your business idea is to open your average, urban,
serviced-based bike shop. Prepare for the threat of physical
confrontation when the bike is still a POS after $50, AND when the
owner returns two weeks later, gobsmacked that you won't replace his
new tube free just because there's three nails and crusted in broken
glass.

Sounds like the idea CDB and I had for a shop called "Shiny Bikes",
