The fder clamp adapter that I ordered is 31.8 and the mfr of my new frame says the seat tube is 32.0. I know a dremel tool would take care of this but would there be an issue just slapping it on?
It has been suggested here that a 26.0 handlebar will do just fine in a 25.8 stem. Empirically, I know this to be true (with an N of 1).
Does this same logic apply to brazeon fder clamp adapters?
Tubing is carbon, if that matters (probably does).

It's 31.8..they are just too lazy to stamp 31.8 or 34.9....32 and 35 but just use it.

Yes, as you surmised, they are indeed the same size, only the shortened nomenclature varies.
