No headset can do that; there isn't enough room.

Woodman makes a nice headset for using a 1" fork with a 1-1/8"
headtube, and Quality Bicycle Products offers sleeve adapters for the
same purpose.

Won't work. Although it is sometimes possible to physically slip a 1
1/8" steerer through the head tube of a bike that's dimensioned for a
1" steerer, there's not enough room to fit a durable bearing flange in
there between the steerer and the bearing bores. But don't take my
word for it; find a 1 1/8" headset with bearing cups that have an ID
smaller than 30mm, take them to a machine shop, have the OD of the
flange turned down to 30.2mm, install them and see what happens when
you ride it for a while. I recommend having a sag wagon following you
if you try this.

No. Think about it.

The other way round is no problem at all; either using reducing rings or
a headset designed for the job. Chris King even do one to get a 1 1/8"
fork into a 1 1/4" frame. It's called "Devolution" because the 1 1/4"
size was called Evolution by Gary Fisher.

To (mis)use an bad cliche', you can't put 1 1/8 pounds of forktube in a
1 pound headtube.
