  1. Is this a gimmick? Has anyone tried this device? Can anyone recommend or can?

I used the Power Breathe a couple of years ago while training for a (running) half marathon. I definitely noticed a difference when running at a hard pace - at the end of a 1:30 to 2:00 hr run my breathing would be deep but rhythmic, whereas before using the Power Breathe it would be sporadically deep/shallow due to fatigue.

IIRC the science behind the device has been peer reviewed using a study of Olympic rowers and it was developed in partnership with Birmingham(?) University. They've got a website so have a look there for their credentials.

I've used the device sporadically and if nothing else it has taught me to better regulate my breathing. I used to hyperventilate at high intensities but now I'm breathing slower and more relaxed. There is some published peer-reviewed research on the device which is encouraging.
