Depends what you want it to show -- pretty much all of them will do speed, distance average speed
etc. You can pay more and get more features including cadence and phased of various moons of Jupiter
-- but if you don't want or need such information why spend more.
Wireless ones are more expensive, less reliable (more to go wrong) and can be a little trickier to
set up. But, if you have bouncy front forks and regularly cycle flat out through the undergrowth (so
risking any normal cable runs) they can be an advantage.
I don't know which ones can be plugged into your PC -- I am sure there are some. I know of combined
computers/HRMs that can -- but these cost a pretty penny (more than your 30 notes).
