Out of true when your brake pads rub and/or you can feel a hop when riding on smooth pavement. 0.5 mm is the target that is called for in side-to-side wobble and radial roundness. If your wheel is inside that tolerance it doesn't need to be trued. Yes those non-spokes wheels can be out of true, but when it happens there is very little, if anything, that can be done to remedy the situation. Even spoke tension is more important to wheel durability than precision wheel lateral and radial true. Rims are not perfectly flat and round before being built. Rim joints never attain perfect alignment in non-tensioned or tensioned states.
